The other day, I was driving and had to take an alternate route around a crash where the police had blocked off a section of the main road. I came out the other side and decided I wanted to warn the oncoming traffic of the situation that laid ahead.
Drivers usually flash headlights at oncoming traffic to warn others of a squatting police officer with a radar gun. However, in my previously described situation, I was more worried about the safety of everyone. Quite often, I see someone flash their brights at me, but am then unsure if they actually did or just ran over a bump in the road, and later on realize they just ran over a bump.
Continuing with the scenario: the night was dark, so my headlights were already on. I went to go 'flash' these headlights and was suddenly confused; should I just flash my brights, or turn the entire lighting system off then on again?

Maybe all the lights, because like you said, the others would think maybe you just hit a bump. Hitting a bump wouldn't turn off your lights, unless you drive a Yugo.

I would just flash repeatedly a few times and be done. The other driver will wonder what was up with that, check their high beams, realize that they are off, then hopefully think that maybe there is something worth watching out for up ahead. At least thats what goes through my head.

That's why having fog lights are great. I don't know if people get it but if they are oncoming I don't have my brights on so I flash my fogs.

I would flash high-low a few times deliberately. Turning lights off and on usually tells someone to turn their lights on.

When people use it on me I know....
Sure enough, around the bend is a moose or an overturned Truck or something.

I lived in Patagonia a few years, and at night almost every driver flashes. You need to answer with another flash too. Its a way to say hello, and also to check if the other driver, bored to death, is awake. If the other driver doesn't flash, its better to slow down, and be ready to avoid a head-on crash. Save my butt once.
